Joseph Fletcher joined Shuttleworth PLLC in June 2025 after several years as a city attorney for City of Memphis. Mr. Fletcher is an accomplished trial attorney specializing in insurance defense, employment law, municipal defense, workers’ compensation and civil rights litigation. His practice has also included advising City of Memphis on public policy decisions during the COVID-19 pandemic, participating in union negotiations the the International Association of Firefighters, defending complex claims under §1983 of the Civil Rights Act—including successfully defending several police use of force cases for the City of Memphis.
Mr. Fletcher earned his Bachelor of Arts from Tulane University in 2008. He then obtained his Juris Doctorate from the University of Memphis Cecil C. Humphreys School of Law in 2012.
Mr. Fletcher has been involved with the St. Thomas More Catholic Lawyers Guild, the International Municipal Lawyers Association, the Tennessee Bar Association, the Memphis Bar Association and the Young Lawyers Division.
Mr. Fletcher is licensed to practice law in all Tennessee State Courts, the United States District Court for the Western District of Tennessee and the Sixth Circuit United States Court of Appeals.
